I have heard it expressed when asked to comment on military issues, that they did not feel it was their place to comment as they did not have the knowledge or expertise to have a valid opinion.
Although I think it is important not to take an arrogant position on matters we know little about, history has shown it is way to dangerous to leave the decisions on who gets killed to any authority that is not held to account by the public.
